Job Description: Our client is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems—including full retirement of the ALICE platform—and transition to a unified, cloud native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS. The modernization responds to long standing challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.
Requirements:
Knowledge of modern application development frameworks, programming languages, and secure coding practices
Knowledge of software development lifecycle (SDLC) methodologies, including Agile
Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition
Knowledge of TRS business rules, including those specific to the Pension Software System
Familiarity with legacy systems architecture, dependencies, technologies, and integration points
Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review
Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements
Skill in developing clear, actionable user stories and maintaining a prioritized backlog
Skill in developing APIs, system interfaces, and automation workflows
Ability to deliver high-quality work output with minimal defects
Ability to translate technical specifications into maintainable, production-ready software
Ability to collaborate effectively with TRS technical staff, analysts, testers, and project managers
Ability to manage multiple development tasks and meet established timelines
Ability to communicate complex concepts clearly to both technical and non-technical audiences

Responsibilities: Process Analysis and Documentation
Engage with business units to understand operational workflows, pain points, and improvement opportunities.
Interface with technical resources, such as Development or IT staff to understand and translate technical requirements.
Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
Facilitate discussions to define future state processes aligned with organizational goals.
Requirements Gathering and User Story Development
Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories.
Ensure requirements are complete, consistent, testable, and aligned with business priorities.
Collaborate with product owners, developers, and stakeholders to refine and validate requirements.
Testing and Quality Assurance
Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
Document defects, track resolution progress, and verify fixes.
Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders.
Stakeholder Collaboration and Communication
Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
Communicate project updates, risks, and issues clearly and proactively.
Support change management activities by contributing to training materials, documentation, and user guidance.
