DataStaff, Inc is seeking a Program Manager for a long-term contract opportunity with one of our direct clients located in Richmond, VA.

Job Description:
The Program Manager will be responsible for successfully planning, organizing, and motivating a diverse program team throughout the development and delivery process, including all phases of projects, and for delivery management.

The Program Manager provides leadership and direction to a team responsible for delivering efficient and effective technology initiatives to users. This role ensures all programs are executed in alignment with Tolling’s technology strategy. The Program Manager oversees the development and support of EZPass applications, including implementing application solutions and resolving support tickets. Key operational responsibilities include direct oversight of team performance, promoting continuous improvement, collaborating with peer Program Managers, and planning and executing broader EZPass initiatives. The program delivers services across the full Software Development Lifecycle (SDLC)

Responsibilities:

Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work.
Facilitate multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a program.
Oversee and manage execution and/or coordination of day-to-day program activities as required.
Manage working relationships with key stakeholders, including executive management, business management, vendors, program sponsors, suppliers, and technology management.
Set program goals that are consistent with technical objectives and the agency’s overall technology strategy.
Track and communicate a program’s progress from a schedule, cost, and risk perspective to the program team, customers, and program stakeholders.
Collaborate with peer Program Managers on Tolling program projects.
Drive consistent program delivery through the entire program lifecycle, including execution of procurements, definition of program plans, resource allocation, management of program risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
Develop and maintain program plans, task lists, schedules, risks, and status, to include resource allocation and schedules.
Exhibit significant emotional quotient (EQ) in handling program challenges and maintain a positive program culture in line with client’s mission and shared values.
Proven ability to lead, mentor, and develop cross-functional application development teams, including full-time employees and contractors

Knowledge, Skills, And Abilities:

Strong experience leading the business and IT resources through the discovery and documentation of business and technical requirements in request for proposal and statement of requirements formats.
Strong analytical, organizational, and decision-making skills.
Exceptional interpersonal skills for collaborating and team building.
Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues to multiple audiences.

Communicate timelines and expectations to technical and business staff.
Ability to analyze and document system processes.
Solid understanding of software development lifecycle models.
Exceptional knowledge of both Agile and Waterfall program management principles and practices. In addition, the ability to blend them together in the right proportions to fit a particular program and business environment.
Knowledge of process engineering and re-engineering techniques and practices.
Strong leadership skills
Proficiency with cloud platforms (e.g., Azure, AWS) and modern infrastructure practices
Familiarity with DevOps methodologies, including CI/CD pipelines and version control systems
Strong knowledge of Agile, Scrum, and software development lifecycle (SDLC) methodologies
Demonstrated ability to manage application lifecycle activities, including maintenance, enhancements, and modernization initiatives
Experience leading technical debt reduction and application refactoring efforts
Ability to ensure high levels of application performance, scalability, reliability, and security
Working knowledge of security standards, regulatory requirements, and compliance frameworks (e.g., PCI)
Experience supporting internal and external audits and implementing IT governance best practices
Strong analytical, problem-solving, and decision-making skills, with the ability to drive continuous improvement and innovation

Experience with Program Management Office methodologies and practices (highly preferred).
PMP Certification (preferred)
Tolling Experience (preferred)

Required Skills:

5 Years - Experience managing people and large programs and a bachelor’s degree.
5 Years - Experience with DevOps methodologies, including CI/CD pipelines and version control systems.
5 Years - Strong knowledge of Agile, Scrum, and software development lifecycle (SDLC) methodologies.
5 Years - Demonstrated ability to manage application lifecycle activities, including maintenance, enhancements, and modernization initiatives.
5 Years - Experience with both Agile and Waterfall program management principles and practices.
5 Years - The ability to blend both Agile and Waterfall program management in the right proportions to fit a particular program and business environment.
10 Years - Overall IT experience.

Desired Skills:

5 Years - Proven ability to assess candidate qualifications, competencies, and cultural fit to build high-performing teams.
5 Years - Fluency in MS Office tools such as Microsoft Project, Visio, and Office.
5 Years - Working knowledge of security standards, regulatory requirements, and compliance frameworks (e.g., PCI).

Job Description:
This position serves as a key liaison between procurement, finance, and operational teams to ensure the timely processing of invoices, accounts payable transactions, and IT procurement activities in compliance with Commonwealth of Virginia, agency, and VITA requirements.
Responsibilities

Reviewing and processing invoices, reconciling vendor accounts, monitoring expenditures, tracking payment activity, and supporting budget management efforts.
Receiving and processing payments within the prompt pay guidelines as well as tracking and producing analytic reports for measuring the various areas of productivity.
Perform administrative duties to support the division as well as offices around the state, including processing invoices, responding to procurement inquiries and reconciling vendor issues.
Work closely with the finance section to bridge the gap for tracking payments in process in order to tie them to the division’s expenditures and overall budget.

Knowledge and Experience:

Possess knowledge of procurement and accounting principles.
Strong analytical and organizational skills, and the ability to manage multiple priorities while ensuring compliance with prompt payment requirements, fiscal policies, and procurement regulations.
Requires close collaboration with agency stakeholders, vendors, and finance/procurement staff to support the acquisition and payment of IT goods and services.

Required Skills

5 Years - Experience reviewing, reconciling, and processing invoices and vouchers while ensuring compliance with prompt payment requirements.
5 Years - Experience managing goods and services procurements in a large, multi-dimensional business environment.
5 Years - Extensive experience in the use of computers and software (Microsoft 365) applications. Excel pivot tables, complex spreadsheets, etc.
5 Years - Customer service to broad audiences; professionals, vendors, team members and executive staff.
5 Years - General knowledge of accounting practices and financial management.

Desired Skills:
